5. POLICY & STRATEGY

SIETA is a foundation with limited resources and low overhead costs. The organization is small and focused. Resources are used efficiently and effectively. Fund raising (income) and donations (costs) are reported clearly and transparently. Results of donations given to local organizations and projects are measurable. Criteria used to select projects are based on sustainability, durability and how they contribute to the objectives of SIETA.

All SIETA activities are carried out by board members. Involvement of members in the selection, implementation and monitoring of projects is high. Policy is reviewed by members in annual board meetings, adapted if necessary and recorded in minutes. The main tasks of the board are:

a. Fund management – asset management and financial administration,
b. Fund raising – raising donations and search for sponsors
c. Funding – select new projects and manage ongoing activities
d. Reporting – future plans, progress of current projects, annual financial reports.

a. Fund management
SIETA assets are kept in saving accounts and are not subject to speculative investments. Finances are managed and results are published annually on the website. Incoming funds are spent with least possible delay. Overhead costs are kept at a minimum and used to cover bank administration and transfer costs, travel expenses and other administration costs.

b. Fund-raising
SIETA received a € 50.000 donation from Mrs. Sieta Klijnstra-de Vries (foundation initiator) in 2003 to begin supporting the first projects selected by SIETA. The website is used to generate donations from private individuals who want to help disadvantaged children and sympathize with our goals. Board members actively look for companies within their business networks who are willing to sponsor good causes.

c. Funding
The number of children living in poverty in southern Africa is huge and not solvable by SIETA alone. Yet, SIETA can make a positive contribution by focusing on small-scale projects. To increase the effectiveness of available resources, it has also been decided to find and support local foundations and church missions that share the same goals as SIETA.

Komati Care Center is a local foundation supported by SIETA. They are a registered non-profit organization in Komatipoort, South Africa who run a daycare center for street children in Orlando Township. There is a nursery, kindergarten and a feeding program to take care of pre-school children who are otherwise left to their own devices – see www.komaticarecentre.com.

d. Reporting
Progress of projects managed directly by SIETA or indirectly through local foundations that we support, are reported on our website. The website also provides an overview of new projects which are eligible for aid. Project funding and commitments depend on available resources. An annual financial report of the past year and planned budget for the new year are published on the website at the beginning of each fiscal year.

6. SIETA OBJECTIVES

The SIETA target group are orphans, street children and other children who live in poverty in South Africa, with focus on the border region with Mozambique. There are some local foundations and Church missions that take care of vulnerable children in this region but there are still too many who are left to their own devices due to lacking funds and resources. SIETA wants to help by actively supporting local organizations with the following key objectives:

  • Increase participation of disadvantaged children in education through funding of school fees, school books and uniforms,
  • Increase capacity of local schools through extensions and/or new construction projects,
  • Extend and improve daycare centers managed by local missions and NGOs who share the same objectives as SIETA,
  • increase the quality of child care with donations for better housing, medical care and feeding programs,
  • Help small family businesses become independent of child labor by extending microcredit and expertise so that children can go to school and invest in their own future.
